SHOT DEAD BY POLICE: Mark Duggan

MARK DUGGAN’S family have had an application for a judicial review into police protocol rejected by the High Court in London today (June 18).

The 29-year-old Duggan was fatally shot on August 4, 2011 by armed police in Tottenham, north London and his death was widely seen as sparking the unrest which led to the London riots during the summer of 2011.

His mother Pamela called for a review into procedures by the Association of Chief Police Officers (ACPO) in relation to officers collaborating on incident reports.

She claimed that the ACPO did not take “appropriate measures” to ensure that the 11 officers involved in the shooting did not talk with each other when reporting their accounts about the incident and that the Independent Police Complaints Commission did not take “appropriate steps” when issuing guidance on the matter.

But Lord Justice Laws and Justice Wilkie blocked the publicly funded judicial review, stating that Pamela did not have an “arguable” case.

An inquest into Duggan’s death will begin on September 16.
